My first reaction too was that it looked like a whale's tail, Margaret, and I feel sure it must have been designed to do so, with the fountain itself looking like a spouting whale too. A wonderful piece of sculpture!
Well I do not know why i never found out about this fountain but here are now the fact - NOT A WHALE! # In the centre is a fountain with a bowl in the shape of a flax flower. It is called a twister twisting and has a tongue twister carved in the surrounding base. The water rising up from the fountain twists, but this is only visible in photographs as it happens so rapidly.
Both the fountain and the arch are lovely.

A lovly spot! The fountain looks like a whale's tail.
